The reputation of the company’s president, Dr. Ernesto S. de Castro, PhD, is a major factor in bringing ESCA to its present height as one of the respected and reliable structural engineering firms in the Philippines. Dr. de Castro is well-known as one of the few authorities in this field and was recognized in the industry having been President or Vice-President to professional organizations like the Association of Structural Engineers of the Philippines (ASEP), Philippine Institute of Civil Engineers (PICE), Society of Philippine Accredited Consultants (SPAC), Philippine Technological Council, UP Alumni Engineers, Philippine Federation of Professional Associations, and the Council of Consulting Engineers of the Philippines. Dr. de Castro was the Chairman of the Board of Civil Engineering of the Professional Regulations Commission (PRC) from 1991 to 1997. From 1998 to 2000, he was a member of the Board of Governors of the Philippines, Council for Advance Science, Technology Research and Development of the Department of Science and Technology. Dr. de Castro is also an accredited Construction Arbitrator of the Construction Industry Arbitration Commission.

The company’s president has also served the government in the past under the term of the then Pres. Corazon C. Aquino as the Presidential Assistant on Foreign-Assisted Projects for the Office of the President of the Republic of the Philippines with the rank of Undersecretary. Likewise, he was Executive Director of the Coordinating Council of the Philippines Assistant Program (CCPAP), Committee on Development Assistance (CODA), and the Project Facilitations Committee (PFC).

Dr. Ernesto S. de Castro, PhD is a civil/structural engineering specialist who has managed a largemultinational engineering consultancy firm. As Group Vice-President for Operations and Country Manager for the Philippines of TransAsia Engineering Group of Companies, he has handled local and international projects in the Asian region and the Middle East. These projects include very large private, government, and military facilities such as airports, hotels, housing, hospitals, banks, roads and highways, bridges, and civil works. The countries of operations other than the Philippines included Indonesia, Malaysia, Hong Kong, Singapore, People’s Republic of China and Taiwan, Dr. de Castro has managed several expatriates and several hundred Filipino engineers during his stint at the TransAsia Engineering Group of Companies. He also served as the Dean of the College of Engineering of the University of the East, a respected university in the Philippines, and Chancellor of its Kalookan City Campus.

Dr. de Castro, PhD graduated with a Bachelor of Science and a Masters of Engineering degrees from the University of the Philippines. He holds a Doctor of Philosophy degree in Civil Engineering from the Lehigh University in Bethlehem, Pennsylvania. He has Continuing Education Credits in Construction Management and Projects Administration from the American Society of Civil Engineers in New York, N.Y. He had formal training in energy analysis of buildings using the DOE-2 software.

 

EDGARDO C. CRUZ, BSCE, MSCE (Units)

Engr. Cruz is a Civil/Structural Engineer and Construction Manager. He is the structural engineer on record for most of the projects of ESCA. He was the chief engineer for Shoemart in China, the Asian Development Bank Building Extension at Roxas Boulevard, the Lim Ket Kai Shopping Mall in Cagayan de Oro, SM Centerpoint in Sta. Mesa, Makati Cinema Square Complex in Makati, Concepcion Industries Buildings in Makati, Paraρaque, Sucat and Cabuyao, Brentwood Townhouses and Condominium Buildings in Baguio, and a few of the BPI and Insular Life Building Branches. He was the principal and the supervisor of the rehabilitation and reconstruction of the Office Services International Center in Vietnam. He was the principal investigator for the Earthquake Damage of the Baguio Country Club, the Hyatt Terraces, and the fire damage to Pines Hotel, Virra Mall, Shoemart Makati and Carriedo. Phoenix Building and several public markets. He was selected as the local consultant of Throop & Feiden and Marschhausen of New York in the assessment of the damage on Subic Base, consultant of UNDP in the design of Family Dormitory and Staff Houses for Morong, Bataan and a member of the NMIC Consultants Technical Panel for Slaughterhouses. He handled the project management of Valle Verde Mansions. Brentwood Townhouses, Makati Medical Towers, and the ESFS projects for engineering support and construction supervision. Engr. Cruz worked previously with Angel Lazaro and Associates, Control Builders and San Miguel Corporation. Engr. Cruz is a member of the Philippine Institute of Civil Engineers and the Associations of Structural Engineers of the Philippines.

MANUEL N. NAIDAS
Vice President – Engineering

Engr. Manuel N. Naidas started working with ESCA Inc. on July 8, 1996 as a project coordinator for various structural design projects until he became a Project Manager in the Project Management Department and handled the construction of the 17-storey Landco-PDCP Corporate Centre Building in Davao City. He has also handled the pre-construction and post-construction works for the SCA Adult Diaper Factory and Office Building in FCIE Cavite in parallel with the Landco-PDCP Project. Moreover, he also managed the construction of the Metro Gaisano Anchor Store and Landco Pacific Mall in Legazpi City, Albay, Fit Mart MallBuilding Project in Koronadal, South Cotabato, and recently, the Masbate City Fish Port Termina..

Prior to his employment with the company, Engr. Naidas worked with the National Power Corporation (Napocor). Among others, projects undertaken during his employment with NPC include the construction of the Kalayaan, Laguna-San Jose Del Monte, Bulacan 500KV-Transmission Lines and the Calaca, Batangas Coal-Fired Thermal PowerPlant II Projects. Engr. Naidas also worked in the kingdom of Saudi Arabia from 1992-1996 as Design & Specification Consultant/Sales Engineer in the field of Architectural Contract Hardware servicing various ARAMCO building projects and hospitals.

Engr. Manuel N. Naidas graduated with a Bachelor Degree in Civil Engineering from the University of the East, Manila Campus in March 1984. He is a registered Civil Engineer with license number of 039701.

MS. CELIA PELAYO-MEJIA

Engineer Celia Pelayo Mejia obtained her degree in Civil Engineering from the Mapua Institute of Technology in 1977. She is a member both of the Philippine Institute of Civil Engineers, Inc. (PICE) and Society of Philippines Accredited Consultants, Inc. (SPAC). She is also an Associate Member of the Association of Structural Engineers of the Philippines.

Engr. Mejia accumulated twenty four (24) years of combined work experience in the field of structural design and supervision. Involved in the design and construction supervision of various projects involving vertical and horizontal infrastructure projects such as transmission lines, bridges, buildings (industrial, high-rise, and residential). She was responsible for the preparation of structural analysis and design calculations of various types of concrete and steel structures with an application of computer software as well as preparation and checking detail drawings both in concrete and steel structures.

EVANGELINE B. RODRIGO

Engineer Evangeline B. Rodrigo has over 20 years of solid professional experience on various civil works projects including road networks and drainage structures. She obtained her degree in Civil Engineering from the Luzon Colleges in 1980. She is an active member of the Philippine Institute of Civil Engineers.

Some of the notable projects where she was involved in were the ADB Sixth (6th) Road Project, Structural Overlay Component Iloilo-Asluman Road Project in the provinces of Iloilo and Antique, the site development of the Little John Intersection and Roadway and the PACOIMA Revitalization Center, which are both, located in Los Angeles, California.
